This cell is in late telophase. The arrow is pointing to the cell plate, which divides the cell into two new cells.
In telophase, the chromosomes are cordoned off in distinct new nuclei in the emerging daughter cells.

The division of the original cell's cytoplasm is called cytokinesis. It begins prior to the end of mitosis and completes shortly after telophase/mitosis. At the end of cytokinesis, there will be two distinct daughter cells.
